ENVIRONMENTAL INSPECTOR (Pipeline Construction Project) PROJECT ROLE The focus of the Environmental Specialist role is to ensure that the environmental design requirements are followed by the contractor during construction and that any unanticipated environmental conditions are dealt with appropriately. The Environmental Specialist will maintain continuous contact with the Chief Inspector, and will assist Discipline/Activity Inspectors and regulatory personnel as required, and will also cover the applicable issues of any facilities construction in the area. PROJECT RESPONSIBILITIES Pre-Construction Input & Preparation • Provide input to the Pipeline Construction Contract and Bid Form • Participate in the pre-construction training and orientation of project field personnel • Plan and organize environmental reporting requirements and formats Monitoring of Contractor Performance During Construction • Establish and maintain records of environmental monitoring, including reports on the remedying of environmental infractions which may affect reclamation (i.e. rutting, fuel spills, etc.) • Provide a record of construction access ramps, culverts and bridges over watercourses and sensitive areas • Provide a record of topsoil stripping methods used on each land tract • Provide a record of soil horizons in excavating the ditch • Monitor topsoil and spoil storage on the ROW • Provide direction to the Chief Inspector in the event of an environmentally sensitive encounter on the ROW • Ensure adequate water quality testing is completed during watercourse crossings • Provide input into sub-surface and surface drainage measures during ditch backfill and clean- up • Ensure Discipline/Activity Inspectors are warned, in advance, of particularly sensitive or important environmental features and that actions taken by Discipline/Activity Inspectors are in compliance with Project Environmental Standards • Make recommendations to both the Project Environmental Supervisor and the Chief Inspector regarding field revisions to environmental aspects of design and construction plans and procedures • Liaise with the appropriate regulatory personnel on an ”as required” basis • Prepare a Daily Field Environmental Inspection & Monitoring Report • Supply guidance to the Chief Inspector and his staff on the application and intent of approved Plans, Procedures, Drawings and Specifications, from an environmental aspect • Ensure the Noxious Weed Control Program is implemented and functioning properly • Coordinate the activities of the Project Archaeologist for the avoidance and protection of archaeological and historic sites • Ensure all conditions of environmental regulation permits are adhered to • Ensure that site specific records of environmental monitoring, including reports on the remedying of environmental infractions which may affect reclamation (i.e. rutting, fuel spills, etc.) are consistent and complete • Oversee the actions of field personnel should there be an environmentally sensitive encounter on the ROW • Ensure Project Environmental Standards are being followed for all field environmental issues • Ensuring compliance with the environmental aspects of all work permits, contract documents, company environmental policies commitments made during the planning and application pro cess, and all application process, and all applicable environmental laws and guidelines • Communication responsibilities for day to day activities with Chief Inspector, in matters relating to construction environmental requirements • Providing advice on major decisions such as wet weather shut-downs or courses of action to deal with major unexpected environmental conditions • Approve recommendations regarding field revisions to environmental aspects of design and construction plans and procedures • Liaise with the appropriate regulatory personnel on an ”as required” basis • Prepare a weekly Project Environmental Inspection & Monitoring Report, and written support of any anticipated change requested due to environmental requirements • Maintain the environmental file in the construction office and ensuring that the attached list of documents pertaining to the approval process and relevant environmental permits and authorizations are contained in that file • Prepare, collect, organize and correctly distribute, all environmentally related information and documentation that arises during construction • Ensure that the construction contractor disposes of all effluents, garbage, oil, grease, chemicals, etc. in an authorized manner • Report any spills in accordance with federal and/or provincial regulations and advise Owner management on the cleanup and disposal of the material and any affected soils or vegetation • Liase with appropriate government agencies in cooperation with the Chief Inspector • Supervise water, soil, and biological sampling a necessary • Prepare and deliver environmental orientation presentations to senior Owner / construction contractor staff • Supervise the environmental Special Monitors that are required on the project. Special Monitors are people who supply specific expertise to the field issues. These issues include soils, historic resources, fish snakes palaeontology, rare plants, reclamation, wildlife, etc. • Prepare an environmental as-built report using information collected from all relevant sources during the construction of the pipeline or facility • Organize environmental on-site meeting as requested by the Chief Inspector and as the need arises, to address site specific issues • Review construction methodologies with the Chief Inspector • Execute duties as indicated in the Environmental Inspection Manual Post-Construction Project Resolution and Close-out • A list of all environmental issues which were identified prior to and during construction, indicating their final status • A description of the measures which the Environmental Specialist recommends be taken to resolve any unresolved issues • Upon completion of construction, interface with and provide necessary environmental assistance to the group preparing the final as built drawings and documentation • Participate in an end of project review with engineering, procurement and operations to ensure future projects are executed smoothly, and provide recommendations for improvement on an ongoing basis • Provide input to lessons learned document Apply: HERE
