Responsibilities
- Ability to develop Contracting and Procurement Plans and Strategy and perform independent contract management if required and preparing contracting and purchasing reports and establishing metrics and KPIs.
- Delegates authority and responsibility as appropriate and by allocating decision-making authority and task responsibilities to appropriate subordinates; utilizing subordinates’ time, skills, and potential effectively
- Develops and maintain a thorough understanding of contract and procurement planning, bidding, award, and management processes, including the applicable laws and regulations and interface with the engineering consultants or the EPCM contractor
- Perform the Contractor market and capability assessment, monitor and update on an as required basis and carry out prequalification of the implementation contractors
- Establish and maintain vendor and contractor relationships by serving as a single point of contact for all commercial matters
- Implements and align systems supporting contracts and POs formation and administration, as required, so that smooth execution is achieved. Maintains accurate records of committed, actuals, expended and forecast Owner’s costs associated with the project against the approved commitments
- Provides “expert” guidance and coaching to functional personnel (Contracts and Procurement Leaders and Specialists)
- Performs compliance reviews to determine compliance to contractual obligations
- Evaluates and monitors contract performance to determine necessity for changes or extensions of agreements
- Assist in the creation and implementation of goals and objectives; holds the project team and project team members accountable for accomplishing their goals. Creates a supportive environment that helps the project team meet their objectives
- Implements approved guidelines and procedures. Directly participate in the review, drafting, and negotiation of templates (in coordination with the local Legal counsel), agreements (contracts and POs), including events, facilities, services, consulting and non-disclosure agreements, and statements of work.
- Interface with business, contracts, and procurement personnel on a variety of vendor and contract-related issues.
- Serve as the leader of agreements negotiation (contracts and procurement) process on behalf of the client.
- Builds and maintains key strategic relationships and works cross-functionally on resolution of contentious items, ensuring all issues are addressed and resolved in a timely manner
