PetroChina Canada (PCC) is a wholly owned subsidiary of PetroChina Company Limited which is partially owned by China National Petroleum Corporation (CNPC), a state-owned enterprise. CNPC is China’s largest oil company and the world’s third largest oil company, operating 91 energy-related projects in over 35 countries and regions. PCC has invested billions of dollars in an asset-rich portfolio of upstream, midstream and downstream operations. In Alberta, this includes our MacKay River and Dover oilsands projects, Duvernay Shale Gas and a 50% interest in the Grand Rapids Pipeline. In British Columbia, we hold joint venture interests in the Groundbirch tight gas project and LNG Canada.
The Regulatory & Environmental Advisor (Oilsands) is responsible for delivering regulatory and environmental support to the Oilsands Asset. This position will be based in PetroChina Canada (PCC) Calgary Head Office, with some travel to the field required.
Regulatory Accountabilities:
- Team is responsible for ensuring that organization’s activities are conducted ethically and in compliance with relevant regulations, laws, and standards.
- Along with the Lead, the Advisor develops and implements regulatory strategies, procedures, and controls for business activities that require governmental approvals.
- Prepares and submits regulatory applications such as permits, licenses, certificates and authorizations required by governmental agencies.
- Assist with coordinating government interactions and compliance activities; and participate in interactions with regulatory agencies.
- Preparing annual regulatory compliance reports.
- Monitor regulatory requirements, and commitments to stakeholders to support the achievement of regulatory compliance across PCC assets
- Provide regulatory guidance, education, and support to asset and functional teams, and suppliers.
- Monitor, analyze and interpret legal documents, agency issued directives and other regulatory requirements.
- Along with the Regulatory Lead, build and maintain relationships with government officials (federal, provincial and local) and industrial operators in proximity to PCC’s assets.
- Provide support for noncompliance events, voluntary self-disclosures, and audits by various regulatory bodies
Environmental Accountabilities:
- Responsible for planning and administering a suite of environmental policies and programs.
- Involved in activities aiming to preserve or improve air, soil, and water quality.
- Prepares and maintains environmental documents and records that demonstrate diligent environmental management.
- Along with the team, represent the company’s interests on various industry and governmental committees.
- Develops and implements long range reclamation plans.
- Preparing annual environmental compliance reports.
- Alongside the Lead, develop and implement environmental field programs to mitigate and monitor environmental impacts and risks.
- Ensure environmental requirements are proactively stewarded through construction, drilling, operations, and reclamation stages.
- Coordinate with external consultants hired to assist with environmental compliance programs.
- Work with HSSE field staff to ensure day-to-day environmental support is provided in the field.
Qualifications:
- Post-Secondary education in Science, Engineering, or Legal discipline.
- Requires 8-10 years of Regulatory or Environmental experience in the Oil and Gas sector.
- Ability to work independently with limited oversight.
- Must be able to demonstrate progress and results to management.
- Experience working with Alberta Regulators is considered an asset.
- Excellent written and verbal communication skills.
- Solid working knowledge of the political and regulatory environment in oil and gas industry.
