Senior Project Manager – Workforce Accommodations & Logistics

January 10, 2026

Senior Project Manager – Workforce Accommodations & Logistics

Project: Confidential Major Energy Infrastructure Project
Phase: Pre-FID / Development & Strategy

Type:  Contract

Role Overview

We are seeking a strategic Senior Project Manager to lead the Workforce Accommodations (Camp) scope for a major energy transmission project in Western Canada.

As our client approaches Final Investment Decision (FID), this role is critical in defining the strategy, cost, and execution plan for supporting a workforce of thousands across approximately 9 remote camp locations. You will move beyond standard construction management to act as the “City Planner” for the project—developing the roadmap for site selection, regulatory compliance, Indigenous partnership participation, and commercial strategy.

The successful candidate will transition the camp scope from a conceptual phase into a robust, execution-ready plan that provides cost certainty to our client and project stakeholders.

Key Responsibilities

1. Strategy & Execution Planning (Pre-FID)
Develop and own the Camp Execution Plan (CEP): A comprehensive strategy document detailing the phasing, mobilization, operation, and demobilization of 9 workforce camps (150–1000+ beds) along an 800km+ pipeline corridor.
Conduct Trade-off Studies: Evaluate and recommend strategies for “Lease vs. Buy” of modular assets, power generation (Grid vs. Genset), and wastewater treatment logistics.
Define Level of Service standards (catering specifications, internet bandwidth, recreation, health services) to ensure “best-in-class” worker welfare and retention.

2. Commercial Management & Estimating
Lead the development of the Class 3 / Class 2 Cost Estimates for the entire camp program (Capital and Operating costs).
Develop the Basis of Estimate (BoE) documentation to support budget approval, identifying key cost drivers (e.g., winter logistics, union vs. non-union labor rates, fuel costs).
Manage early market engagement: Issue Requests for Information (RFIs) to major camp vendors (ATCO, Civeo, Black Diamond, etc.) to assess market capacity and asset availability for the 2026/2027 construction windows.

3. Regulatory & Site Selection
Lead the Site Selection Strategy: Collaborate with Land, Environment, and Construction Management teams to identify viable camp locations that minimize environmental footprint and maximize construction efficiency.
Develop the Permitting Roadmap: Identify long-lead regulatory requirements (Provincial Energy Regulator, Crown Land, Water Withdrawal, Wastewater Discharge) and initiate applications to de-risk the schedule.

4. Indigenous Relations & Content
Structure camp contracting strategies that maximize Indigenous participation. Work with procurement to carve out scopes (e.g., catering, security, water hauling) suitable for Joint Ventures with local Nations.
Ensure the camp strategy aligns with specific commitments made to Indigenous communities along the project corridor.

Qualifications & Experience

Required:
Experience: 10-15+ years in Major Capital Projects (Energy, Mining, or Infrastructure), with at least 5 years specifically focused on Workforce Accommodations / Camps.
Phase Experience: Proven experience in the Front-End Engineering Design (FEED) or Pre-Construction phase. You must demonstrate the ability to build plans and budgets, not just manage existing operations.
Commercial Acumen: Strong understanding of camp commercial models (Fixed Daily Rates vs. Manday Rates) and experience building large-scale project estimates.
Location: Experience with Western Canadian remote site logistics, remote site challenges, and winter construction windows.

Preferred:
Familiarity with Provincial Energy Regulator application processes for camps and auxiliary facilities in Western Canada.
Experience in structuring contracts with Indigenous Joint Venture partners.

Ideal Candidate Profile
You are a “Planner-Doer”: You are comfortable working in a corporate office environment to build the strategy and write the documents, but you have the field experience to know what works in reality.
You are Data-Driven: You can justify your strategy with numbers (occupancy modelling, fuel burn rates, logistics costs).
You are Strategic: You understand that the camp is not just a building; it is a critical tool for workforce retention and stakeholder relations.
